The Civil Aviation Authority of Bangladesh (CAAB) is making significant strides towards the full opening of the third terminal at Hazrat Shahjalal International Airport in Dhaka. The terminal, managed by Japan under a Public-Private Partnership (PPP) model, is poised to enhance the airport's capacity and service offerings. This report provides an overview of recent developments and future plans concerning the third terminal and associated infrastructure projects.

Progress on Third Terminal

Air Vice Marshal M Mafidur Rahman, Chairman of CAAB, has indicated that the terminal's full launch is scheduled for October of the current year. The terminal, managed by Japan, is undergoing its final preparations, with the contractor set to assume responsibility on April 6. Despite manpower constraints, CAAB is committed to ensuring a successful launch, leveraging resources and ongoing discussions with relevant stakeholders.

Ground Handling Services

There has been speculation regarding ground handling services at the third terminal, with Biman Bangladesh Airlines expressing interest in this role. Civil Aviation and Tourism Minister Muhammad Faruk Khan highlighted Biman's investments in equipment and manpower training to enhance ground handling capabilities. However, CAAB emphasizes that Japan will determine the ground handling arrangements, prioritizing efficiency and service quality.

Alternative Runway Project

CAAB is pursuing plans for an alternative runway adjacent to the third terminal, aiming to address operational needs and enhance safety standards. Previous attempts to establish a second runway faced challenges, but a recent feasibility study signals renewed optimism. Pending government approval and funding confirmation, construction could commence by 2025, bolstering the airport's infrastructure and operational capacity.

Infrastructure Financing and Consortium

The construction of the third terminal, initiated in December 2019, represents a significant investment in airport infrastructure. With an estimated cost of Tk 214 billion, the project is supported by the Japan Cooperation Agency (JICA) and the Bangladeshi government. Notable contributions from Mitsubishi, Fujita, and Samsung underscore international collaboration through the Aviation Consortium Dhaka.

Hazrat Shahjalal International Airport's expansion and modernization initiatives underscore Bangladesh's commitment to enhancing air transportation infrastructure. With the impending launch of the third terminal and plans for an alternative runway, the airport is poised to accommodate growing passenger traffic and improve operational efficiency. CAAB's partnership with Japan and other stakeholders reflects a shared vision for elevating aviation standards and driving economic growth.

This report provides a comprehensive overview of ongoing developments at Hazrat Shahjalal International Airport, outlining key milestones and future prospects for enhancing its role as a vital gateway to Bangladesh.
