Third Terminal Faces Delay and Security Concerns

The completion of the third terminal at Hazrat Shahjalal International Airport in Bangladesh has faced setbacks, leading to delays in the transfer of control from the contractor to the Civil Aviation Authority of Bangladesh (CAAB). Despite earlier announcements of imminent completion, approximately 5% of the construction work remains pending, raising concerns about infrastructure and security deficiencies.

Construction Delay and Pending Work

A top official from CAAB disclosed to projonmokantho that the remaining construction work, including installations, calibrations, and pre-testing of machinery, could take an additional five to six months. The decision on the handover is expected after the Eid-ul-Fitr vacation, underscoring the prolonged timeline.

Infrastructure Gaps and Security Vulnerabilities

Key infrastructure components, notably the distributed antenna system (DAS) and integrated security system, are yet to be completed. The absence of the DAS system, crucial for mobile network coverage within solid constructions, was overlooked during the project planning phase. This oversight, discovered before the soft opening last year, highlights potential security vulnerabilities and operational challenges.

Rectification Efforts and Additional Costs

Recent investigations revealed modifications to the terminal's interior design due to the inability to install the DAS system as per original specifications. CAAB has initiated efforts to address the situation, including engaging a service company for partial mobile network coverage temporarily. Additionally, discussions with the Association of Mobile Telecom Operators of Bangladesh (AMTOB) regarding the DAS system installation are underway. However, these modifications are expected to incur additional costs, adding complexity to the project.

Officials from the Ministry of Civil Aviation and Tourism and CAAB have raised questions about the oversight of critical aspects during the project planning phase. Concerns regarding potential security vulnerabilities, as evidenced by past incidents, highlight the urgency of addressing infrastructure deficiencies and ensuring comprehensive security measures.
